The VHRF currently offers grants to restore eligible heritage places from six funds:
- Melbourne Heritage Restoration Fund (MHRF)
- Yarra Heritage Restoration Fund (YHRF)
- Ballarat Heritage Restoration Fund (BHRF)
- Casey Heritage Restoration Fund (CHRF)
- Greater Bendigo Heritage Restoration Fund (GBHRF)
- Merri-bek Heritage Restoration Fund (M-bHRF)
The funds are overseen by a Committee of Management comprising representatives of the participating Councils, the Department of Transport and Planning (DTP), the Victorian Heritage Council and the National Trust of Australia (Victoria). VHRF was formerly known as the Melbourne Heritage Restoration Fund, which has been successfully operating in Melbourne for the past 25 years, and was developed in 1988.
The VHRF is administered by the National Trust of Australia (Victoria).
Eligibility
The eligibility criteria for each of the different Council funds vary slightly, but in general:
- The place must be located within a Heritage Overlay, either individually significant or contributory to a precinct. Click here to check.
- Works must be visible from the public realm
- Works must enhance the significance and appearance of the building
- The proposed works must relate to restoration/conservation works. This can be established through building plans, photographs and drawings or through evidence on the place.
- The applicant must have a planning permit or permit exemption from the relevant council, or be in the process of doing so (at least a pre-application meeting)
- The application must be put forward by the property owner or a lessee who has the written consent from the owner and who’s term of lease is longer than any completion deadline or loan repayment period.
A project is Ineligible if the works are:
- Not visible from the public realm
- For a council owned property
- Part of a repair or enforcement order from the relevant council or Heritage Victoria
- Have commenced or been completed
- Part of new development or construction works such as extensions
- Part of interior works
- Based on speculative reconstruction, meaning there must be evidence of the feature in historic photos/plans.
- Part of routine repairs and maintenance, including roof plumbing, re-stumping and repainting
Applications
Applications can be made online through the VHRF website and are accepted at any time throughout the year. Please note the Committee sits four times a year to assess these applications so there may be a delay between submitting your application and you receiving a final determination from the Committee.
Funding is assessed on a case by case basis and is generally between $3,000-5,000. Funding is only allocated up to a maximum 50% of the cost of works, and is rarely over $10,000, even if a project is over $20,000.
